Way out on a limb here, but what about star maps? Perhaps the dots coincide with stars in a constellation? Or the first targets being stars farther away and following closer with the numbers order or vice versa? Eh, that'd be well nigh impossible to figure what with the huge variety of star maps available. Dunno.

I'm out on a limb too and I don't even usually have my thinking cap on this late. I looked at the tv earlier at the locations and if they head to D.C., it would look like the Big Dipper or some other constellation. Does Al Quaeda do anything re: constellations?
