TERROR is the motive. There are some in the DC area who will no longer fill their gas tanks while holding the nozzle at the car. There are schools which have canceled outdoor activity for the children. There are some in the area who have stopped shopping.
Now the next question: is it Saddam (who has placed his military men in this country--see the OKC bombing) or is it AlQuaeda? Or does it make a difference?
Saddam has "plausible deniability" under any circumstances, unless we can absolutely positively trace the perp to Saddam's backyard.
Only problem with the terror angle is this (IMHO): if it were a terror operation, the shooters should have moved to Chicago, or Denver, or SanFran for this week's activity. That way we'd know we are not safe ANYPLACE in the country. Just like Israel.
