From the photo linked in post #47, there is no parking garage, or even a lower level lot.

I believe the road near the bottom is Rt 7. The wide road in the middle is Rt. 50. Rt. 50 goes under Rt. 7 at Seven Corners.

You are correct. I looked at the picture quickly and somehow that that the divided highway behind the mall was 66. 66 would be far above the frame of the pic.
