Here's my theory. The perp is not in a white/cream van at all. He is waiting for this type of vehicle to arrive at the location and then doing the shooting. The perp can then exit the area (or not) at their leisure. If/when the van gets pulled over, it is clean. The van can be an innocent pawn or working in conjunction with the shooter. In any case, it is clean if searched.

In tonight's case, what better place to wait for this type of vehicle than a Home Depot?
