I love how they say these areas are predominantly white, and therefore a non-white would stand out. NO THEY WOULDNT. Having lived and travelled in the DC metro area as a child in the 80s and then over a year ago, I can tell you that whatever the residential demographics may be, a black OR white OR Hispanic OR Asian person really would not stand out as being anomalous in most of these shooting locations.
And a white person WOULD stand out in NW DC late night, so that shoots that theory to garbage.
