I am sure Bush is sickened by all this and there really isn't anything he can do about it. He must feel so helpless like we all do. The law inforcement needs to bring in help from major cities who have delt with serial murderers and/or snipers before. These guys don't have a clue as to what to do.

He must feel so helpless like we all do. The President, as the most powerful man in the world should be, is far from helpless . We can all help, though, by keeping an eye out. One of these times a citizen will spot the sniper and the sniper will be run down and beaten into stewmeat with umbrellas and briefcases.

Actually, there is. He could covertly deploy JSTARS aircraft to the area, and have them wait until another attack occurs. When it does, simply track every single vehicle within 1500 yards of the shooting to their destinations, or have the police stop them one by one if a more immediate need to capture the terrorists is desired. Unless the sniper is using some terrain avoidance strategy (travelling on foot via a sewer or drainage system, etc), capturing him with this method would be almost trivial.
