I agree with most of your post except the statement that he will never be caught. If this a guy that is trying to prove he is smarter than the law enforcement agencies he most likely wii continue and will up the ante as he goes. The shell casing may represent a deliberate clue. I expect this guy to continue until he makes a mistake. That is the pattern of most serial killers.

Unless they are not serial killers, but terrorists. The Al Qaeda pattern is to not brag about their actions except within their own islamic subculture. If these are Al Qaeda operatives, then it is possible that like the anthrax killer they will just...stop. And fade away.
