The shooter doesnt need the military for the shooting, true. However, the excape and evade procedures would come ONLY from the US or Isreal.

This guy is shooting at people literally over the heads of cops, and getting away clean. This aint no civilian.

Maybe, but I would guess that anyone with a routine knowledge of local traffic patterns and the freeway system could do this.

Military sniper training only covers escape and evade from the out doors. I have NEVER seen a military training manuel that discusses how to evade LEO.
