I'm pretty sure I recognized this guy the first time I saw him recently, and I think he was the Police chief from Portland refusing to cooperate with the FBI.

No, Moose left in 1999, I think. The COP now is Kroeker. He's a good guy. He was out of town when the DOJ asked for help, and the Mayor and Deputy Police Chief were the ones that refused.
