No no. The pattern is the thing. A trained counter sniper team operating in methodical fashion can get into this head and "be" at the same place he is eventually.
I don't think tooling around in squad cars looking for "perps" is going to do it. They need some "trackers'.
What if his selections are completely random, say using a computer to randomize his targets. First randomly select venue, Gas Station, School, Store et al, then randomly select date, time, and location?
Once again, maybe Im giving this guy too much credit.
