I think they're Al Quaeda also. If it is AQ, then they are enjoying the "white male" profile that is being floated by the media. I think they are somewhat targeting blacks to reinforce that it's a racist, white male. Who is more pure evil than Al Quaeda? Who switches vehicles and works in groups and knows guerilla warfare? And, not a single footstep or tire squeal.
