Bad idea. It'll increase the market value for things like this. The next time there's a sniper, people will ask "why won't you give us $10 million this time, you did last time." Remember Sonny Bono's character from Airplane? Buying the flight insurance before boarding the plane with the bomb? Something like that might even happen.

How about whoever shoots the sniper gets to keep his ears?

Why won't someone trot across to the Russian Embassy and ask for the duty FSB officer. The Russians have a bird watching the DC Area 24/7. Give the date,time and area, blow up the pictures of before and after the shootings and we will have at least an 89% probability of vehicle/ individual identification.

Cops are dumber than dirt.

What stupidity. The guys around Bin Laden are crazies not motivated by money. Does Newsmax have any idea how far $25 million will get you in Afghanistan? You could buy the whole friggin country. Its an inconceivable sum for folks living on a couple hundred dollars a year. Raising the reward to $1 billion wouldn't change a thing - except you'd create the impression that the reward note's a joke.
