Because they don't think it is a terrorist. They probably think it is a homegrown serial sniper and that the police will eventually find him. But that is not the case - they never found the Zodiac killer.

I once saw a show on TV that made a compelling case that he Zodiac killer was the Unibomber. Very strange.

Just thought about how the message was written on the card, it sounds like someone foreign. Who writes like "Dear MR. Policeman?" no one I know of thinks the police are all men number one and, other countries sometimes have trouble conveying plural.

Maybe, the gas stations (so far all major companies) have a link to our use of "their oil". Always trying to come up with ideas to help stop this.
