Either there's some weird psychopath on the loose, or there is some foreign terrorist element at play ("I am God" notwithstanding).

People pumping gas are exposed, easy, mostly stationary targets in well lit areas.

Gas stations make sense. The target stands still while filling the vehicle. You could even set up early and know exactly where to aim. Makes it easy. I have a hard time believing that the shooter has not ditched the van by now or is taking a break till things cool down. Maybe change cities.
