Yeah, I suppose they would have short hair, and no need of ski masks to keep it out of their eyes. Maybe it helps cut down on reflection of the sun off the skin below the eyes, as well. You've no doubt seen baseball players with the black stuff (not sure what it's called) under their eyes during outdoor sunny day games.

The masks are to hide their faces... these are probably undercover police they had to bring in for extra manpower.
