At least some of the dogs are probably looking for the perp, thinking he may come back later to gloat. They would have gotten the scent from the tarot card or the matted grass.

There's another reason for the dogs. It is possible the "perp" as everyone likes to call him, doesn't leave at all. There are always lots of bystanders and curiosity seekers. There is always the possibility, that like arsonists that like to be in the crowd observing their work, the "perp" just melts into the crowd.

If they have his scent, the dogs just might pick him up. This is evidently not the case here, but I'm sure that's one of the reasons for the dogs.

At first read I was thinkin' gee, thats dumb, what about the gun... But then, you might have something, because he could hand off the weapon to a driver and remain in the area...
