I've been wondering the same thing. And why so few witnesses? Are they scared, maybe? You'd think that with 11 shootings there'd be more eye witnesses than we've been told. Something's not right. Someone was suggesting the perps were dressed as LEO. Could very well be. Certainly managed to blend in today somehow: doesn't look like they were trapped on the highway...

Now, as a side note. FNC just played a sound clip of Moose. The plea to the sniper. He said something like 'To whoever is doing this, we ask that you reconsider ... '

Dang, can't recall the the wording that came after and its important.

I'd argue this is more than a side note. Some of the most info to be gleaned is in reading exactly *what* Chief Moose says during briefings, when the briefings are, what words he uses...etc. There is some kind of communication game going on, it looks like.

That, plus the *lack* of evidence so far, are by far the most intriguing things about these killings to me. Mob-style execution of citizens? Is the Tarot Card a red herring? For the purpose of covering up a DIFFERENT piece of evidence, or sending a message? A heinous crime, but an enormous puzzle (I hate to sound dispassionate).
