They need to be able to throw up roadblocks and checkpoints quickly in the affected area as rapidly as possible with prestaged teams ready to do this in the metro area with a plan to check all vehicles in the area after the next shooting. They can not hope this SOB will go away and need to pray that more do not spring up in other cities across the country. Lets roll!

I've been saying the same thing. The DC Metro Area police departments have to have large teams ready to roll within minutes of the next attack with roadblocks/checkpoints that freezes all traffic in the area including side streets. It might inconvenience an awful lot of people but if done right, this has a very good chance of trapping the killer(s).
