I guess by a gun that shoots bird shot. What caliber are we talking about, .22 or all the way to shotgun?

I don't know anything about guns but there was another story about a truck window being shot out on a highwasy and the leo said it was bird shot. If it was in city limits then I would like to know why someone was hunting dove in the city.
