I agree they seem incompetent but they'll eventually stumble onto it.
Fact of the matter is that the metro area police force has been soooo dumbed down in the last 20 years....well, you see it in action.
If they don't catch them in progress or have multiple eye witnesses, the chances of getting away with any crime in this area are quite good.
Well, if one of the caucasians they arrest is that idiot Keanu Reeves, then I'm all for it.
