SOLUTION PROPOSAL:

• Post two riflemen at every school, busstop, corner.
• A sniper could take one, but the other might get the sniper.

I'd put a bunch of National Guard Blackhawks in the air in the area with infrared capability & a sniper on board - they might be able to get him before he gets away, but even that will even be hard.
