1979 Oregon, passing through, could not pump my own gas

I couldn't pump my own gas either when I drive through in 2000. At the time, I just thought it was because of high gas prices ($1.80/gallon & up then), and too many people taking off without paying after filling up. But this silliness has been going on for over 20 years now?

I see posts every now and then complaining about that in NJ; I didn't know there were two states that prohibited self-serve.
