For those that think we are talking about the big "dear peace officer letter," here is a link to the thread again.
Look for the phrase *highlighted* further down in the thread. That's the "dear Mr. Policeman" I am talking about.

And further down that thread, sandwiched between some very bitter complaints about cops overstepping the law to enforce the law, was this comment:

I'm not saying one of these guys is the sniper...but maybe someone who follows their postings and shares their bittnerness went over the deep end.
