Good point, though I have to believe the LEOs there have their guard up too. And if the prep kills in Baltimore or Philly he still has to find his way back home without being pulled over and searched. This of course assumes that if the perp does kill in those cities there will be random searches of cars traveling to the DC area.

Maybe they don't have that far to drive. Or are exempt from searches, by virtue of ministerial plates, or National Naval Medical Center/Bethesda stickers on the vehicle, or some other VIP status indicators. Can't have any profiling going on, you know!
