Regarding the use of the .223. There's a Paladin Press book out which describes this exact MO. It's recommends using a .223 because it will make the person appear less professional, and the light recoil would not allow investigators to eliminate women and children from the suspect list.
I'll have to check out that book. I think it's reasonable to assume this guy is not a salaried sniper and therefore must be an amature.
Concerning the .223; Does a .223 in a 50 - 75 yd urban setting really peg a person as an amature? A real urban pro might use a .22hornet against a 50 - 75 yd target without body armor but I think a .223 is a good choice in an urban area. The .30 caliber class rifles seem to be overkill in an urban setting. Too big, too loud and too much recoil too me would interfere with a quick shot and a clean getaway. Did I just peg myself as an amature?

Fine but I have a difficult time imagining getting in my car and driving over to DC, randomly selecting an interstate exit I'm completely unfamiliar with and popping someone. These days with security cameras everywhere, you just never know unless you're familiar with an area and even then you don't know what kind of cameras are out there.
