The Secret Service receives very extensive training in anti-sniper tactics, as one might expect. Since they're experts in the subject, and are right there in the neighborhood, why shouldn't the President offer their help to local law enforcement?
Does the President have anything at all to do with making the assignments of the Secret Service?
