So a good place for citizens to start watching is empty sections of big lots where a lone vehicle may be parked.

Sorry, I went back to the first victim (Wednesday night at the Shopper's Food Warehouse):
The store is the obviously large structure and the victim was found in either the first or second row of spaces from the street about 10 cars deep into the lot. (I'm thinking from the crime scene photos I saw that he was right around the green truck with the trailer in the middle but possibly one row over toward the street. But as we pull back:
You can see the parking lot is pretty large but if the victim is walking straight down the lanes away from the store, the stores grouped in the lower left limit the shooter's range. Also, the Glenmont police station is the structure with the brown roofs at the bottom. The officers inside said that they heard the gunshot.
