I'm very sure Bush has a plan to handle that.
I'll bet that he will put this as a matter of a dispute that is catching a lot of farmers and small businessmen in the little. In other words, both the port authorities AND the union were acting like little children and in the process hurting a lot of the little people across the country - heck, he now can say that his action will make sure that children get their Christmas presents.
Who is going to oppose making sure that the kiddies get their Christmas presents?
It's all in how he MARKETS the decision he has made. Little different from marketing Coca-Cola or Pepsi, really.

Who is going to oppose making sure that the kiddies get their Christmas presents? The ACLU. Giving children CHRISTMAS off from school to open presents is state endorsement of Christianity :o)

The lockout is a STRIKE. Newer technology (bar codes) have been developed and the unions fear the possibility of loss of jobs. The manual labor at the docks has been done by bar codes for years at the grocery... but they refuse to relent, at any price to America! Political?

Figures the Union would try to stop Santa from bringing presents to the kiddies
Thank Goodness our children of President Bush on their side
