Your maps are very interesting. Is this area flat, or does topography further narrow the possibilities?

In the DC shooting, the area is flat; IIRC, there are gently rolling hills as you head further north into Montgomery County. I would gather that the biggest issue would be trees much more than anything else.

Rock Creek is near some of the shooting areas; and I'm pretty sure that you might have some drop-offs from the sides of the roads in question in some of those areas.

I haven't heard a word about video evidence in any of these shootings. With all the video cameras around nowadays, including on the interstates, there ought to be something interesting to be found.
