I'm not sure. You might want to check with the Montgomery County Police, Bethesda district. Hail Caesar may be able to help out with info on permits, as he's been very active with TRT and other groups in this area.

Pooks Hill Marriott is a good location, in that there is only one main way in... and it's a nice, long, wide road with a nice long, wide grass patch (county or state right-of-way) in front of the place. All the Dims must pass it to get into parking lot. It would be great to have a huge crowd of FReepers and FRiends holding signs about the party of child molesters (remember Friendship Heights ex-mayor?), perjurors, rapists, etc.
