A number of years ago, I worked as a temp employee at a VA Medical Center on two occasions. Seems that the energy crisis in the 70's prompted the VA to contract a job to have foam insulation blown into the exterior walls of the building to cut their heating costs.

Nobody figured the expansion factor of the insulation. consequently, the foam expanded, cracked all the plaster walls and required removal and replacement of all the plaster walls. Don't know if the original contractor got stuck with the tab or not, but someone had to pay for it. Knowing how the govt operates, I would imagine they took it out of VA funding and veterans were deprived of services because there was no extra monies.
