I am assuming it is the standard NATO (North Atlantic Treaty Organization) round developed to avoid all members from having incompatible ammunition and rifles. I wondered if it had anything to do with NATO. But if its merely a universal ammo, then it couldn't be taken as 'degrading' NATO, just because its used.

Yes, that is the case. IMO was chosen because it is one of the 3 most common rounds in the U.S. today. By using a very common round it's more difficult to track. Imagine trying to track all the AR-15 type rifles sold in the U.S.
