According to Israeli Defense Minister Binyamin Ben Eliezer, who is also head of the Labor Party, 13 of the 14 casualties were terrorists. The single civilian killed was an elderly woman who happened to be in the way. Let's get one thing straight about war: civilian casualties are a fact of life in military operations and a demand upon Israel to ensure ZERO Palestinian casualties is effectively the same as a demand that Israel unilaterally surrender and stop defending itself. Israel has contra Boucher, take more than reasonable precautions to minimize civilian deaths, but Israel cannot be expected to show more consideration for Palestinian civilians than the PLO itself.
