I think this Perp is a 'terrorist/provocateur' trying to:
Create a diversion 'within' our various police/emergency response agencies and our media by a 'wagging-the-dog' (wagging/monitoring-the-inernal-response/communications networks)before making major attacks on the 'teams' themselves.

The shots are from a .223 or other high powered rifle. Silencers are only effective on the muzzle blast, the crack of the super sonic bullet would be clearly heard. This is not usually a problem for the sniper when a single shot is fired, since witnesses are caught off guard and can't tell what direction it came from.

My parents, who live in Northern VA, just called to tell me about this latest shooting. They said that this area is a good part of town, not likely to be an area of a "drug deal gone bad".
IMO - looks like another sniper casualty.
