assuming someone hit would not be long on their feet,
would the fact this kid was hit twice tend to rule out a bolt-action weapon,
and point instead to at least semiauto ?

Well, they said one of the rounds was a .223 caliber. Not necessarily a weapon with great knock-down power.

A bolt action can easily be worked in less than a second then target reaquired and second shot off before victim hits the ground. This can even occur with ashot that destroys the heart of brain.
