I'm not convinced that it's necessarily Islamotangos doing this. The Cuban DGI learned a lot from the KGB before the SU fell apart. Easy to slip some agents in through Mexico, and if ol' Barbudo Loco is sinking further into ill health and dementia. He's more than vile enough to do this.
