To defend yourself against an unknown, random, long range shooter, would be very difficult. But to defend the next potential victim less so. Even if a suppressor is being used, or the gun is being fired from inside a vehicle, there is some firing signature. Especially at night, but also during the day. Puff of smoke, a "pop" or such as that. If an armed someone is in the right place to see or hear that, then the potential for stopping these guys goes up. If nothing else their vehicle gets "marked" (better yet diabled), and that would help the police find and apprehend or kill them.

I would think defending the next potential victim would be even harder. An unknown shooting an unknown, how would that be easier? I guess if every person in the country was armed, and on the lookout 24/7, it would be possible, but I still don't see how you id an unknown, until after the fact.
