This could be as simple as a shooter who has a weapon based on set-up rather than caliber. He could be using a Stoner or a Mini-14 or a Ruger AC-556 because he has a supressor/silencer like the kind Gemtech make. A 30db reduction would limit the signature to .22short noise and during rush hour near a freeway the shot could be masked.

Witnesses have heard gunshots before so it doesn't sound like the killer is too interested in concealing where the shots came from.

I think the killer has been very careful about hitting people who were by themselves or close to it. If he hit a so-called gun free zone today, I wonder if a Hospital won't be targetted next unless hospitals have too many police officers hanging around. Nursing Home? Someone young and then someone old?

The weapon could be anything from a TC Contender Pistol to a bull barrel 22-250 bolt gun from 600 yards.

Or, both, if the sniper was really devious.
