Sorry~! It did sound sarcastic. It wasn't critisism. In fact, many's the time I've considered myself part of the 'unorganised' 300 yard perimeter around my child's school!

If you're a loyal, capable American patriot -- load some extra iron into the family automobile (like I do), and be vigilant!
