Hey summer, about this "purging" business KH offers a great explanation of it in her book. It was well known that purging always creates "false positives" because of alibis fake names, etc. so county supervisers were given a handbook on how to go over their list of felons in the county and make sure they were really felons. They were forewarned by the state. All responsiblity and rights in regards to felons and control over voting rights and rolls were given to the local boards.
