While I hope this is really "the guy" and that he is picked up soon, "druggie and has a gun of the right caliber and in the area" doesn't nail it down enough for me to feel really, really good about this guy being "it". Someone to BOLO and check out, yes, but I'd have to have a lot more info to start thinking he's "it".
