"Surfing leaves footprints."

The only identifying footprints it leaves are on the machine of the surfer (unless they provide more personal information.)

Not true. All web servers log requests made by surfers. Normally included in the log files would be the IP address of the machine making the request ( loading web page).

Armed with the IP address you could then determine the ISP which "owns" the IP and potentially the user at the time of the request.
