Moose was our police chief in Portland, OR, where he was selected because he was black and a democrat. He was often in the news for his racist, sexist and homophobic behavior. Several women were paid off by the city because his favorite form of address was "honky bitch." He also left behind a million dollar law suit by a gay police captain. His behavior was known before being made chief but in this PC city being black was more important.

I think that must mean that the Montgomery Co. government must also have known about this before they hired him as chief.
