All those funds are "drying" up. The problem is that countries like Germany can't afford to pay for them anymore. So the generosity that funded say, Ireland's projects, is no longer available for Eastern Europe's projects. In the end, it's little to do with money - what it is to do with, mostly, is the people voting one way, and the bureaucrats not accepting it.

Well Ivan, I've asked it before, but this is a better forum for it: When will the English people see that the EU is nothing more than the German/French attempt to rule Europe as the authoritarians that they have always been? I know that Labor has a pretty strong grip on the political process there, but the people must be able to see that the NWO Socialism is doomed to failure. Essentially, the EU is nothing more than the UN's test run for governing the earth. As a conservative over there, the current direction of England must drive you crazy - you're always welcome here should you decide you've had enough. (How's that for changing times: An American invites a Tory to come join America. 225 years ago, I'd be hung for that.)
