..what does he mean by "statutory intent" ?? Is this the "people have a right to a fair choice" argument...isn't that a moot point if the choice has been removed by the self-serving actions by one of the candidates himself ?

This is in relation to the "Pine Tar Precedent", on which dems now base all their arguments. It goes like this:

Sure, the law may say otherwise, but let's follow the spirit of the law.
