This reminds me of a science-fiction story, the author of which I can't recall, in which the government prevented those with exceptional (or any) skill from utilizing them, so that the less skilled didn't feel bad. Ballerinas wore chains, the handsome and beautiful wore masks, and everyone had shock chips in their heads to prevent them from questioning the status quo.
Anyone remember that one? Sounds like a Philip K. Dick story...
