As to the mis-spelling, European versions of english is more a quasi-english. Mispelling is common.
I do not yet see evidence of a fraud. I do see people getting pretty excited about the use of the term "weapons grade". The term is misleading.

And I agree, terminology can be confusing. From what I know, many forms of radioactive materials can be used in the production of a "dirty bomb". But "fissile" material must be conditioned, starting with U238 or some derivative and ideally ending with Plutonium, or something close to it, depending on the ability of the processing method to "enrich" the material. Saddam would prefer fissile material, to be sure, but he is certainly not averse to coordinating a plot to use non-fissile material to contaminate any of a number of targets, with Tel Aviv, NYC, and Wash DC making the short list.
