I think that depends on which model it was... TOW ... TOW II ... TOW IIA... but a very good observation.

Went to global security.org and got the dimmenstions for the Tow IIB, acutally sounds like they might have had a dragoon, which to the untrained and stupid such as ATF they might actually think was a TOW.
