I wouldn't put any money on that idea. I don't think he's allowed to talk with any of the bad guys.
I work with a bunch of bureaucrats, most aren't paid to think. If someone makes a request, that request gets into the PROCESS. Unless a thinking person intervenes in the process, the request is granted.
The problem with bureaucracy is, if you get too many thinking people involved in the process nothing happens. The thinkers will just cancel each other out. If you get too few thinking people involved in the process, everything happens. There's not enough people to cancel out unthinking stupidity.
