If you target the electrical power generating and distribution systems, there won't be enough power available to run cell phone towers and TV stations.

All one has to do is target the towers, which I think HARM can do. If they're using cell towers, while they're much harder to target (more of them, and they're usually piggybacked onto a civilian target), the range is less simply because the signal used is weaker.

by the detection system.
"Passive" really isn't correct, since there is an active
transmitter involved, just at a remote location from the receiver.
